Position Summary

Under the supervision of the Sanitation-Landfill Supervisor the Landfill Operation I position performs a variety of tasks and operates heavy equipment in the maintenance and operations of a municipal solid waste landfill and transfer station. Responsibilities include maintaining the transfer station building and floor, construction and demolition landfill, household hazardous waste collection site, metal recycling pile, tire monofill, weighing scales, heavy equipment and grounds. Must have and maintain a valid Kansas Driver’s License. Work performance is reviewed by the Sanitation-Landfill Supervisor.

Essential Functions

  • Load solid waste from the tipping floor to semi-trailers;
  • Screen, push, compact and cover construction demolition, and document activities;
  • Maintain household hazardous waste collection area, document materials/liquids and ensure they are stored per State and Federal regulations;
  • Operates heavy equipment (backhoe, dozer, front-end loader, semi with trailer, tractor mower, etc.) safely and proficiently for purpose of waste disposal;
  • Performs routine maintenance of equipment used at site;
  • Prepares and maintains records of maintenance on vehicles and equipment, utilizing both paper documents and computer files;
  • Prepares all reports necessary on activities and work performed;
  • Ensure all buildings, grounds and appurtenances are kept free of waste, wind-blown litter, liquids, sludge and contact water per State and Federal regulations;
  • Mow and weed eat open areas, around buildings and in and around drainage ditches, use herbicides and other chemicals to control weeds;
  • Evacuate Freon from appliances, salvage metals and maintain metal recycling pile.
  • Operates a variety of hand and power tools in performing general maintenance of vehicles, equipment, and grounds;
  • Observes waste to identify hazardous waste or other materials excluded from deposit at the facility;
  • Monitors customer activities to assure compliance with established rules and regulations.
Marginal Functions

  • Assists with the collection of recyclable materials from community schools and businesses;
  • Operate scales, issue weight tickets, collect tipping fees and direct customers where to dump;
  • Assists other Public Works departments with snow removal;
  • Performs other duties and responsibilities as required and/or assigned.
Position Requirements

Experience: Some experience in general maintenance work and/or operation of heavy equipment preferred. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six (6) months of employment.

Education/Licenses: High School diploma or G.E.D. equivalent. Some technical/vocational training in mechanical repair and/or heavy equipment operation is preferred. Possession of or ability to acquire certification for the evacuation of Freon and handling of household hazardous waste within eighteen (18) months of employment. Must possess and maintain a valid Kansas Driver’s License and must maintain an insurable driving record under the City’s insurance carrier.

Technical Skills: Knowledge of the operation and maintenance of mechanical equipment and hydraulic systems for heavy equipment together with the ability to make minor repairs and adjustments as necessary. Knowledge of welding. Ability to detect need for mechanical servicing of equipment. Ability to operate equipment and heavy machinery skillfully and safely in various conditions. Ability to read and comprehend written material, to listen to instructions and apply information and instructions. Ability to deal tactfully and courteously with other persons and to communicate effectively and clearly, both orally and in writing.

Problem Solving: Daily job functions are performed with little direct supervision from the Sanitation-Landfill Supervisor. This position has no supervisory responsibilities. Work performance is reviewed by the Sanitation-Landfill Supervisor.

Accountability: Employee is responsible for the efficient use of time, equipment and materials. He/she is responsible for reporting any problems immediately to the Sanitation-Landfill Supervisor. Employee may, occasionally, collect tipping fees and is accountable for the proper recording and collecting of such fees.

Personal Relations: Daily contact with the general public and other City employees.

Working Conditions: Both indoor and outdoor working environment with exposure to dust and pollen and a variety of extreme weather conditions; subject to health risks when working on or around equipment and landfill operations; susceptible to mechanical hazards, electrical shock, disease, hazardous chemicals and solvents as well as other safety hazards associated with landfill operations and maintenance. Works in confined spaces. Work days generally Monday through Friday with some Saturdays and some overtime required.

Physical Requirements: The employee is frequently required to walk, climb, kneel, stoop, sit, communicate, reach, and manipulate objects, tools, or controls. The position requires mobility, manual dexterity and ability to operate a motorized vehicle. Ability lift, carry and/or move an object up to one hundred (100) pounds occasionally, and/or up to fifty (50) pounds frequently, and or twenty-five (25) pounds regularly.
